What the rule actually says
Two words decide this entry. "Poderão ser exigidos" is permissive: it grants the Polícia Federal a power to ask, and it does not place a duty on the traveller to arrive holding a ticket.
The US State Department's Brazil entry section lists only a passport and, where applicable, a visa. It does not list onward travel.
FlyProof will not say Brazil requires onward proof, because the instrument does not say that. If you carry a booking, you are covering a discretionary check rather than satisfying a condition.
Who checks
A discretionary power exercised by the federal police at the port of entry. There is no published basis for saying an airline enforces it.
A note on airline enforcement, because almost every page on this subject states it as fact: airlines screen these rules through IATA Timatic, a paid business product with no public interface. Nobody outside the industry can check what it says for a given route on a given day. New Zealand is the only authority in this set whose own published text names the check-in desk.
