What the rule actually says

The federal portal states the same condition for the five-year multiple-entry tourist visa, phrased as "a ticket showing continuing or return journey from the UAE".

The visa-on-arrival page is the one that matters for most US, UK and EU nationals, and it carries no ticket requirement at all. Its only document condition is six months of passport validity.

So the honest answer depends entirely on which route you are using, which is why a single yes-or-no for the UAE is always wrong.

Where the condition applies it is a visa term, checked as part of the sponsored application. Nothing published describes airline check-in screening.

A note on airline enforcement, because almost every page on this subject states it as fact: airlines screen these rules through IATA Timatic, a paid business product with no public interface.
