Do you need an onward ticket for Singapore?

Singapore's immigration authority states onward proof as a "should", and it sits outside their formal list of entry requirements.
The authority may ask for this. The permissive wording is quoted below — it grants a power to ask, and does not place a duty on you.

What the rule actually says
The verb is "should", and the sentence is advisory text rather than one of ICA's bulleted requirements. That distinction is the honest reading and most pages about Singapore lose it.
ICA's formal requirements are a travel document with six months of validity, a visa where applicable, an SG Arrival Card submitted within three days, biometrics, and a yellow fever certificate where applicable.
ICA also states plainly that possession of a valid visa does not guarantee entry into Singapore, which is a useful reminder that no single document settles an admission decision.

Advisory guidance from the immigration authority, which an officer may act on. Singapore publishes nothing about airline check-in screening.
A note on airline enforcement, because almost every page on this subject states it as fact: airlines screen these rules through IATA Timatic, a paid business product with no public interface. Nobody outside the industry can check what it says for a given route on a given day. New Zealand is the only authority in this set whose own published text names the check-in desk.
